2 Guys and Newspaper Advertising

So I had 2 newspaper ad salespeople stop in my office today presenting me with advertising opportunities for a new local newspaper.
They claim:
#1 - Reach some 15,000 homes and some 40,000+ readers ever week.
#2 - Extremely attractive advertising rates. A 1/4 page ad costs less than 3 cents per home.
#3 - It's a free publication.
#4 - It's highly-visible throughout local communities.
I asked these questions:
How many copies are printed? They replied 8,000.
How are they distributed? They are on a newspaper stand at this supermarket.
Anywhere else? No, not yet.
A 4x6 ad will cost $150. 13 weeks will cost 1514.70 with a 15% discount. Big deal.
I wonder how they came up with their statistics. Makes me wonder...
