What is the term for this condition of the iris?

(There is a congenital (?) patch of pale tissue suspended from the iris,
visible at the edge of the pupil at about 7 o'clock.  Attached by some
fibers to the lower left, and by strands above and to the lower right.)

It's the remnant of tissue that normally disappears during development.

Tiny strands are common; this one is more extreme, but that's still what it
looks like.

Look for "persistent pupillary membrane."
