I can't quite make out a value from an optometrist's prescription.
The left eye cylinder reading either says "+0.7" or "+0.75". Is this
a big deal or nothing to especially worry about either way?

Why not ask the person who wrote the "prescription"?
But, failing that, it is generally true that prescriptions are
written in 1/4 diopter "steps".
The value is probably +3/4 diopters.

It's +0.75. You won't find increments smaller than a quarter diopter (0.25)
on a prescription. Your eyes can vary by more than that throughout the day.
