Yes. It just means that most astigmatism clusters around the 180 axis. Mine
is 090, and that's called "against-the-rule".
The majority of astigmatic prescriptions fall within +/- 20 degrees of 180
or 90. The remainder are called "oblique."

Because your refraction is spherical. There is negligible difference between
the vertical and horizontal meridians.

The meaning of "balance" is not clear in this context. Presumably it means
"no prism".

Dr. Ryan said I actually needed a -11 lens on my right eye, but since
it's amblyopic, there's no use. So he gave me a -3 lens w/ a balance
for the axis and prism for my right eye.

The right lens should be a sphere of ~-3.00. Don't put cyl in as it
may cause spatial problems.
