Speedo makes a decent one off the shelf -2 to -9 at a very reasonable

Those *are* very reasonable!

Now, please explain why they are available only in negative powers?

Mainly because there is no market for plus lenses. And before some
clown jumps in to say they would buy plus goggles, it is simple fact
there is no market. CL manufacturers are the same, spec lens
manufacturers the same. Try to find hi-index progressives if you are +
8.50. There are plus goggles available, you need your optom to chase
them down.

Also Tabata make a good range of swim goggles with each lens purchased
separately. They have several styles available.
