If concerned, speak to your family doctor who may have knowledge of whether the surgeon in question has a medical condition that may mimic being on drugs. You can also discusss the behaviours that lead you to believe the surgeon in on drugs and seek your doctor's opinion as to whether those behaviours do, in fact, raise suspicion.
Your family doctor can advise you of what steps to take to report your suspicions to the surgeon's regulatory body.
