No, it is the use of a PDA instead of a PC.

Retinoscopes measure refraction, an estimate of your eyeglass prescription.
They cannot reveal retinal details.
Ophthalmoscopes allow illumination and observation of the retina and have
little to do with measuring refraction.
Google is a good tool for looking up these terms. If you type _both_ terms
in the little box, you'll find something that compares them, and then you'd
have "done your homework". Google will even detect your misspelling and
offer to re-run the search with the correct term.
