Question re: picking up contacts in store-Ohio

Hello!
I have a question for anyone who may know.
My husband has a valid contact lens scrip from a doc here in Ohio.
Normally, he will go to the vision center at the big store that starts
with a "W" (not sure if I can mention names here, lol) and pick up a
box of contacts with no problem. (He brought a copy of his valid
prescription to the "W")
But today, he went to get a box, which they had in stock, BTW, and they
said that he could not buy them because the doctor was not in.  Is this
a new Ohio law, does anyone know?  It is odd though because I can order
form the "W's" website and pick them up in the store with no doctor
present.  This just seemed odd to me that I can order online and
pickup, Doctor present or no,  but no longer walk in with a scrip and
pick up even though they have a xerox of the scrip.
I read the FTC Contact Lens rule and didn't see anything specific to
that, and I looked over the Ohio Optometry board laws but I must have
missed something.

I don't practice in Ohio but I can't imagine it would be
any different. If you have a valid cl prescription it doesn't
matter if the "doctor" is in or not, they should fill it without
giving you a hassle. I'd take my business elsewhere.
