Any citizen can file a complaint to a state medical board. If this
letter is authentic, all it indicates is receipt of a complaint. It
doesn't indicate any substance whatsoever. They are harassing Otis here
and harassing him with this complaint.

The Emotional plague is a term Wilhelm Reich used to describe the group
of people (most extreme examples are Nazis, Maoists etc ) who hate
freedom and try to control peoples private and creative lives. The
thing
is, it can spread.

threshold.  The person can either take is seriously, and
potentially protect his distant vision, or reject it -- in
which case he ACCEPTS the consequence of rejecting
the preventive second-opinion.

You do not "like" the second opinion.  I do regret that,
but then I guess your kids will just have to "accept"
stair-case myopia as a consequence of that rejection.

I will also contact Harrisburg and determine the
penealities for filing false and slanderous reports
against engineer who only advoicate that you
be supplied with preventive information for
your PERSONAL benifit.
