I notice that my right lens has been problematic these past few days.
When I put it on for the first time in the day, it has what appears to
be a "dry film" on the outside, which blurs my vision (sorta like
looking through a stained glass).
I took a picture to demonstrate (observe the diffused flash highlights):

Only after repeated removal, rinsing with saline, and re-insertion does
the dry film stop reappearing. And then it's all good for the rest of
the day :)
Strangely, this has never happened with the left lens.

The phenomenon you are experiencing is called "crazing". It can happen
on a brand new lens if it's front surface wasn't finished properly.
Crazing happens on an old lens if the lens is coated with a oily
substance. Hand lotion is the most common culprit.
A good polishing job on the lens from your optometrist should solve the
problem either way. Just a quick note: My theory is that "Vaseline
Intensive Care" lotion was invented just to ruin gas perms. ;)
