Is it normal to see glare ? Example : When looking
out the window or looking at something behind a light ,
it's almost like a 'light fog' . I mean I've had
the cops shine their flashlight in my face and could'nt
see their face so I know that would be normal. But what
about when looking out the window on a cloudy day
and looking at the curtains, and they have faint 'light fog'
dulling out their color unless I block the light in the
window with my hand ? If I block out the light in the window with my
hand, the curtains colors are sharp and vibrant .
I'm 29 years old and I'm wondering if maybe cataracts
are starting to set in though nothing is blurry and
I can see just fine(no yellowing, blurryness, I can read
from far away, good night vision)... Another thing is
I see a slight aura of light around the computer monitor
especially at night but mostly when it's a white screen.
Any answers are greatly appreciated! :-)

It sounds like you may have corneal edema. This should be checked by
an eye doctor. Among other things, glaucoma can produce corneal edema.

Could be cataracts... Get checked out.

At 29 years of age, and the colors are sharp and vibrant? Not likely
cataracts.

The colors are sharp and vibrant when the light isn't glaring in my
face.
Thanks for all the replies everyone :-)
