Because it the majority of cases it is neck/shoulder muscle tension.

Because it is a symptom of a myriad of conditions. It is difficult
and sometimes even impossible to isolate the one (if there is only
one) thing triggering the tinnitus.

You may be right. I went to the ENT department of a hospital in China
today. On the bulletin board is a large sheet detailing the various
possible causes of T. My doctor asked me to pick some. I picked out
(1)diurectics and (2)the external wound of the skull. The first one
has been proven right on while the second one is still awaiting for a
test.
