Is this also the symptom of tinnitus?

A farm girl today told me that she experiences noise in her ear in a
rather puzzling manner.  When the noise comes, the voice of someone
near to her sounds coming from a rather distant place.
This sort of experience comes for a hour or so and then is gone...and
it moves from one ear to the other when it comes...

I certainly advised her to go for a check up, and at the same time put
on a tablet of ginkgo and a neck massage just in case.

Has anyone experienced this or has any doctor encountered this kind of
symptom before?

This farm girl did not have the money to visit an expensive ENT doctor
and go through all that expensive treatment. So i gave her a bottle of
ginko biloba.  She reported improvement about half a month later.
