But since tinnitus is a subjective phenomenon - if you are unaware of
your tinnitus, your ears are not ringing.

In other words, in those periods of time when you don't hear it, you don't
have it.
I often ask people what percentage of the time they hear their tinnitus. The
usual answer is something more than 80% of the time and often 100% of the
time. Then when I ask it in a different way, the answer changes. If I ask
what percentage of the time the person is aware of the tinnitus, the answer
often is at a far lesser percentage than what was previously stated by the
person. If I ask what percentage of the time the person is able to hear the
tinnitus if s/he thinks/concentrates about it, the answer probably would be
100% or far closer to the first estimate that I was given.

Tinnitus is a percept - and if you do not perceive a percept, you do
not have that percept.
