Went to an ENT twice. MRI was negative. He said I have two types of
tinnitus. One is a constant swoosh sound that I am learning to cope with.
The other is a ringing sound that is synchronize with my head movements. If
I take three steps-three rings. Shake my head twice- two rings.  At times it
seems something is loose in my head. Is this common? Any suggestions???

If the volume of your tinnitus sound is adulterated by the movements of
your neck, it seems to suggest you are suffering from somatic tinnitus
or tinnitus from muscle tension.

Perform the following 2 steps:
(1)Visit a chiro and ask him the best way to relax your neck. What kind
of pillow to use, etc??
(2)Take a tablet of gingko biloba daily to help your head blood
circulation.
