Is it possible that someone's tinnitus can tune (as a sound) with an
external sound to make it unpleasant?

yes and is called biofeedback and the masking devices do that job too
but all depends on the type of tinnitus you have too. it´s kind of
luck to find the best way you can control your tinnitus on some people
it´s useless to mask the sound, and on others it works at least to me
it didn´t worked at all.

I'm having just the opposite experience.  I've found that for brief moments
after playing a sound that's as close to my tinnitus, it goes away.
