"Scraping" to cure Sinus Headache?

My wife has been suffering severe sinus headaches on and off for the past 3
years or so.
These headaches are sometimes extremely painful and keeps her awake at
night.

She has visited the Doctor many times and has usually been told that is
merely an infection and she is prescribed some powerful anti-biotics.  These
appear to help in the short-term but it isn't long before the headaches come
back

Today, while visiting the doctor again after yet another headache, the
Doctor says that he will put her on a "waiting-list" for surgery.

The Doctor referred to the procedure as "Sinus Scraping"

Can anybody elaborate on this?
What exactly is involved ?
Will it stop her Sinus headaches for good?

Any information will be greatly appreciated.
(If I had been with my wife in the Doctor's office, then I would have asked
these questions)

He's just trying to simplify sinus surgery into a simple word for a lay person.

Actually, these days mostly closed-off swollen openings are surgically opened,
and the sinus linings heal themselves later once normal air flow resumes.

There are many causes of headache but sinus surgery could help if sinusitis is
the underlying cause.

If he refers her to a specialist, he will order a CT scan (if not done already)
and that will give everyone a better idea of what the situation is....
