Vestibular problem: Neurologist vs. ENT?

Who do you think is the better professional to address such a problem. I've
been disappointed by both so am open to experiences and insights.

Vestibular problems can be caused by either inner-ear problems or
neurological disorders.

Try to find a teaching hospital where they have both types of
specialists and demand that the specialists coordinate with each other.
