How long after sinus surgery does it take for:-
 1. Internal swelling, where the surgery was done to come back to normal.
 2. Cilia function to return
 3. Sense of smell to return.

Impossible to say, without knowing how extensive the surgery was, and
without knowing if you experienced any complications.  (With both my
surgeries I got nasty post-operative sinus infections and I didn't
experience maximum healing for over SIX MONTHS.)
