Some interesting quotes:

Right - lack of a scientific basis.....

So is it now the "University of Buffalo Fungus Theory"? instead of the "Mayo

Mayo's treatment protocol was surgery to open any blocked sinuses,
followed by long-term treatment with antifungal irrigation. (The sinus
cavities need to be open for the antifungals to reach in there.)
Topical steroid sprays can be used in conjunction with the antifungal
irrigation.

This is the press release from NIH 10-04. NIAID is part of NIH
http://www.nih.gov/news/pr/oct2004/niaid-12a.htm
Wouldn't be the first time the government contradicted itself.
