What do fr numbers mean for catheters - do bigger numbers mean larger or
smaller diameters please?

The larger the number the larger the diameter of the catheter.  I think
there is a relationship of the number to the actual size in millimeters, but
I don't recall the conversion factor.

Catheters sized from 14F to 20F--14F is the smallest 20F the largest(diameter).

Divide the French size by 3 for the diameter in mm (e.g. an 18 Fr
catheter has a diameter of 6 mm - approximately equal to 0.236
inches).
