Could someone tell me how much distilled water to add to 1 gram of powder to
give me 1mg powder per drop.
If it makes a difference, the powder is naltrexone hcl. which, I believe is
soluble in water.

You'll never be able to dose 1mg per drop precisely since all drops are
different sizes, but the "ballpark" conversion is 20drops/ml.
As far as the exact amount needed to dissolve, i'm sure you can find this
somewhere online (some drugs dissolve weirdly) but you can generally bet on
a volume just a bit short of your finished volume
