Medicare prescription benefit

I heard of an alternate plan for prescription benefits.
The proposed plan was something like:
Medicare recipients would be reimbursed 80% or maybe even 100% for rx
expenses when they filed their Fed Income Tax.
These expenses would be directly deducted from their tax bill.
Has anyone else heard this and do you know where it came from?

I'm trying to find a downside to this plan.
Other than initial out of pocket - but the other circulating plans have
initial out of pockets too.

1)Very little administrative costs - burden shifted to the IRS that already
has protocols in place.
2)Medicare could get the real best price cuz seniors could shop around
3)NO PBM
4)Easy for seniors to get receipt type records cuz pharmacies already keep
these kind of records

It seems too simple.

The thing that occurs to me is that some seniors pay more for
their prescriptions than they do in taxes.  Could they get a
refund if their tax bill goes negative after subtracting the cost
of medication?
