Clonidine

I am told that Clonidine is a 'very potent' medicine for hypertension.
Is this true?  How are degrees of 'potency' determined in pharmacy?

FYI, my experience with this medicine is not happy at all.  I am
learning about this medicine.

Potency means refers to a concentration of drug which produces the same
effect. Its often mistaken with efficacy, which refers to how much the
drug produces the effect at its maximum.

Clonidine is preety efficacious, and its potency is more than most of the
beta-blockers, ACE inhibitors, alpha-blockers and calcium antagonists...
so yeah, I suppose it is very potent
