How does a drug's half life relate to its time to peak plasma
concentration? They would generally seem to be somewhat similar, with PPC
preceding the half life by some measure. Is that correct?

Time to peak is related to a drugs administration route, and or absorption,
while half life is related to its elimination rate.  When a drug is rapidly
absorbed or injected directly into the circulatory system, halflife has very
little to do with time to peak, however is a drug is administered very
slowly, or has a very slow absorption rate, then there can be a
relationship.
