A poisonous solvent sold by counterfeiters and mixed into
drugs has figured in mass poisonings around the world that
killed thousands.

When a pharmaceutical company buys chemicals they are supposed to do an
assay on the ingredients and an assay on the final product.  This would
certainly apply to Chinese ingredients if China is a major source of
counterfeit drugs.  The government of Panama is the agency that is most
responsible for the poisonings.  Do they not employee competent chemists
and pharmacists to test their pharmaceuticals?
