BOTOX AND COLLAGEN

I wonder if somebody can answer a question for me. It appears from
looking at multiple websites that Collagen is classified as a medical
device, while Botox is classified as a prescription drug. Yet from
everything that I can tell, the two have the same cosmetic purpose and
temporary effect.

Am I correct that Collagen is a medical device, and Botox is a
prescription drug? If so, why are they given different
classifications?
