I really don't know what the studies might say, however,
since it is a beta agonist and will dilate the bronchioles, one
would assume that yes it would be an expectorant.

A few weeks ago I had a COPD patient that had some
horrible wheezing, and in the field we are not to try to
disguingish between pneumonia and COPD so I gave
the patient an albuterol/atrovent nebulizer treatment and
by the time we got to the hospital (<10min) she went from
very dry to very wet and coughing up sputum.

Fortunately she was not in CHF or I could have killed her,
that is something we are very careful about, making the
distinction between CHF and COPD when giving beta
agonists.

This patient as it turned out had pneumonia, and the albuterol
neb. treatment broke things up, sure works better than guifenisin,
what a worthless medication IMO.
