Hi, I was reading that when people come off a fast they gain back the
fat. I was wondering if they start weight training, as they increase
the caloric intake over a few days; instead of gaining fat is it
possible they gain muscle?

Hello!
Usually in fasting, you consume you carbohydrate storages first, after
that your body gets energy from protein (= muscle). Losses in protein
are linked to losses in water 1:4. Finally you lose fat.
When eating normal again, you gain carbohydrates, fat and protein (+
water) - in this order.
You only can safe you muscle due to exercise while fasting and gaining
muscle due to exercise after fasting.

Yes, but as animals age, their ability to regenerate muscle decreases.
