They put the milk in the back of the store so that you will need to go through
all the other stuff and pick out things that are not on your shopping list.
Actually the fresh food is on the sides and back of the store (veggies and
fruit, meat, dairy, etc. So to get fresh food you have to work the perimeter of
the store.

"Milk stores", which evolved into baby supermarkets, advertise milk at
loss-leader prices. Placing it at the back makes it more likely that the
customer will buy something they make money on whilst headed for the white
gold.

My local milk store owners come from places where they often don't.

This is also true. However, in my local stores, all the frozen and
refrigerated stuff is at the back of the store.
Most of those small local stores have all the refrigerated cabinets
along the walls, which makes sense from an organizational point of
view. You do have to walk past other stuff to get to the milk, but
not always very much stuff.
