Can predisposed/inhereted variations in blood flow possible?

Hello,

Normal blood flow regulations can ba a basic mechanism and may mean
normal health and variations in it can mean variations in health.

Is it ok?

Can our inherited or predisposed variations in local and systematic
blood flow regulations express state of our health, constitution,
predispositions Etc.?
