What is the ingredient in glue or paint that causes people to "get
high"?

Isn't it also in magic markers; Vicks medications, etc.?

Toluene?  I think that's how it's spelled, at any rate.

It's menthol in Vicks.  That's legal to sniff because, you see, they built a
whole business around it.
