Healthcare rationing

Everybody rations healthcare including the US. I recall many procedures back
in the 70's were covered by insurance and now many things are not covered
with a copay raising on those things covered.
As somebody without insurance or on Medicare to see if there is rationing.
The question is do you want government impose rationing without any recourse
or allow people the option of HMO's that are known for rationing?
