Stopping The Bird Flu

To stop the avian flu, I believe that we need to find a way to vaccinate
migratory birds against the disease. Would it be possible to develop a
virus which would spread among and immunize birds, without endangering
either birds or people?

That's impossible. It would be possible to vaccinate some of them but not
all of them.
