Hi, As a father of a disabled son I am increasingly having problems with
supplier companies. The latest is that I ordered a Childs walker from
www.phc-online.com. A well advertised company and I thought were 'safe' to
use. My wife ordered the child walker and paid online. The walker arrived
late in the post and we discovered at the post office that is was not what we
ordered. An adult walker, different colour and the packaging was very poor.
We did not accept the Walker in its condition or packaging state. The Post
Office agreed and abligingly returned the walker to www.phc-online.com. We
called them. What a mistake!!!!
My wife tried to say what had happened but they did not even wish to listen.
She called many times over three month period. Just simply trying to explain
that we would like to receive the order we paid and expected.
I called them a week ago to see why they have been none receptive and to try
and plead with them to sort out the order.
Simply, the telephone reception I got was.... I was astounded to say the
least.  I simply handed the phone to my wife because of the ridiculous
attitude and the way they did not listen but dictated that "you should not
have sent the order back". "We will not do nothing!" and finally to my wife...
"You will not get you money back !".

Well. I sent an email to give one last chance to "please, all we wish is
either our money back or the order we expected from you". So far no replies
and no help.

We are going to take legal proceedings on principle. We would also like to
hear from any other customers or potential customers who have had similar
dealings with the company.

Kind regards

Tibs

Go to their web page:

http://www.phc-online.com/site_map.htm

And then click on the "BBB ONLINE" icon at the bottom of the page, and file a
complaint with them.

In addition to the Better Business Bureau,  file a complaint with the
FTC at https://rn.ftc.gov/pls/dod/wsolcq$.startup?Z_ORG_CODE=PU01 .

Mention the webpage:
http://www.pueblo.gsa.gov/cic_text/money/athome/rights.htm from the
Federal Citizen Information Center of the U.S. General Services
Administration, which says "Remember, at-home shoppers have the right
to...Consider unordered merchandise a gift and be free of pressure to
return it or to pay for it." You didn't order what they sent you and
you were even kind enough to send it back, so they still have to send
you what they were supposed to within the time promised, or within 30
days if no time was specified.

If you want to cite the law, it's 16 CFR Sec. 435 which you'll find at
http://www.access.gpo.gov/nara/cfr/waisidx_05/16cfr435_05.html.

If you paid by credit or debit card, contact the card provider. It
should be fairly easy to get a charge back if you paid by credit card.
I think reimbursement is possible if you paid by check too.
