Mercury Blood Levels?

A couple weeks ago there was an article in WSJ about how even very small
levels of chemicals can be cause for concern, including mercury.  Now
today's WSJ has a editorial by Center for Science and Public Policy
saying the EPA levels for mercury are way too stringent!  What is one to
believe?

Do the Japanese have some genetic makeup that protects them from high
mercury levels?
