That is pretty funky, isn't it? No doctor here, but it does look like either
a fungal growth, psoriasis, or a good Photoshop job.

Where did you find it? The projections on the periphery look like
verrucae (warts) given the abrupt margin they make with the normal
epidermids, but the lesions appear to have been scooped out so deeply
that the bones of the distal phalanx (the black/gray structures) and
the compartments of fat cells that make up the digital pads are
exposed.
