Allergic to cold weather???

Can anyone provide any insight on the following...
My mother-in-law's skin get very red (even purple) whenever she is
exposed to cold weather.  Upon examination of her skin during cold
weather, it seems that this redness/purple color is emanating from
UNDER her skin; the skin itself appears normal.  In cold weather, it
seems as though her blood rushes to the tissue immediately beneath her
skin.  It takes about 20 minutes for the redness to go away once she is
back indoors where it's warm.  Again, it's not a rash, nor a hive, and
there is no raised area on her skin during cold weather.
Any ideas on what this might be and what can be done to treat it??

I think that's how my Raynaud's started.
I wasn't checking other parts of the body but did notice it in my hands and
fingers...
