I just went to a dermitologist to get 2 moles removed (scraped off, not
the deeper surgery). My mother had the same operation (and 2 moles) at
the same doctor about a week before. Both cases the moles were similar
size and location. YET, I was billed for twice as much. The only
difference is my deductible is larger (but that didn't matter because
we both hadn't reached our deductible amount for the year so the
insurance didn't even kick in). Is this common, or againt the law, to
charge one individual a difference rate for no apparent reason?

I would if he didn't close at 2pm on Fridays in an area where there is
a 2 month waiting list to get seen by a doctor.

Tell us what CPT codes and ICD-9 codes appear on your and your
mother's bills.
