Can anyone tell me what's happening.  My anus will swell somewhat and
start itching for a few weeks.  About every 3 weeks or so, it will
happen again.  The severity is different each time, sometimes its only
a minor nuisance.  There is no bleeding or pain involved.  I tried
everything, different toilet paper, wet wipes, milder soap.  Any ideas?

It would be be if you saw a physician to rule out other
causes but it sounds like a food sensitivity.
You might want to start keeping a food journal keeping
track of what you are eating.  For me oranges are definitely
a PIA but grapefruit are ok.  Other things could do it for
other folk.

We can't examine you over the internet. See your doctor. Yeah, this is an
embarrassing problem. Don't worry, docs are used to dealing with these sorts
of problems.

Thanks,  I have.  But by the time I get to the doctor its mostly gone
away and
the doctor says he doesn't see anything abnormal.

Why don't you talk to a proctologist...

Look for yourself with a hand held mirror. Look a few times and when you
have irritation. You might be able to see redness.

Also, next time it hurts, go strait to the doctor's. It shouldn't take long.
Worst case, they refuse to see you.

Witch hazel. Buy a small plastic bottle for about a dollar from Walgreens. Tear
a wash cloth into a small piece, soak in the witch hazel. Insert a slight bit
into your anus, when you lay down to sleep. See if that does the trick.

Have you consider recurrent hemorrhoids?

Alot of people have them and it can cause unreal itching as well as
swelling. Again at times it can be as you said just a nuissance.

Just a thought
