Sore puffed out area on abdomen

I am male age 55 fit, workout 3-4 days a week. I have had  a soft sort
of a bulge on lower right side from navel over several inches and down
several inches for last three years or so. I noticed it when I had
kidney stone which  as not fun . . It is only out 1/4 inch or a little
more. Over the last month it tends to burn when I sit or lean forward
at computer or lift much and can hurt very slightly to rub sometimes.
Also have some tenderness in right testicle and just where penis
adjoins leg on that side A Doc. felt the testicle and the puffed out
area once and said no noticeable problem felt. Said may be a pre-
hernia? . Seem worse at end of day and better in morning after shower
but may be getting worse overall.  Worry could be tumor or something
but just feels like thicker skin or some fat but is a bit of bulge too
and its been here 3 years or more. Cannot see where you can get that
type hernia,  could it be one? Maye a pre-hernia if that is possible?

Sounds like an inguinal hernia.
