To some degree, perhaps. But the sizes of the holes vs the virus is a
largely a red herring -- the virus needs to somehow be forced through
the hole, which isn't easy due to the surface tension of the fluid in
which it's suspended, etc.
This is not to say there's not room for improvement, but condoms are
very effective at preventing HIV transmission. OK, they aren't
perfect, but that's not an excuse to just write them off as useless,
either. They most assuredly aren't useless.
