effects of anaesthetic  ?

What effect would anaesthetic have on surrounding tissue i.e.
connective tissue in the skull ?

There are no sensory nerves in the skull. So it wouldn't have any effect.

Local anesthetic would deaden any sensory  nerves in the connective
tissue on the outside of the skull.
