We've got "goug-itis" up here.
If a person is on provincial disability and pays less rent (or mortgage) than they allow (which is approx 425.00, they can use their utility costs towards the shelter portion, so they don't get that portion clawed back. but very few pay 425 (approx) or less for rent /mortgage anyway. hence utility cost gougitis.
No matter how much we try to conserve, for water, gas and hydro, the bill never drops lower than a certain amount because 2/3 of the bill is extra fees and delivery and taxes (not actual use).
The use part is the smallest part of the bill. (exdept for those who have ari conditioning or houses that aren't well insulated (for winter or summer) can make the bills higher.
Last I checked, everything's going up (food, insurance, auto gas etc), except for income. Eh Bruce?
