question about the number of MT/MLT on a shift

I work nights in a 350-375 bed hospital. There is only one med tech on the night shift with a phlebotomist. The hospital has an open heart unit. I and another tech have been trying to get the lab manager to staff another MT/MLT on the night shift with a phlebotomist. She says there is not enough work every hour to staff to MT/MLTs and that she cannot staff for "what ifs". Is this realistic on her part or should there be two techs given the size of the hospital and having an open hear unit. Thanks.

Do what our night tech did...

When you get swamped (nightly), call in the on call tech at time and a
half. ;-) They will soon find it is cheaper to increase the staff.
