Proficency Calculation

I'm calculating our internal manual diff proficency.  The person who
did it before me used +/- 2 SD for results.  This leads to some big
spreads on the acceptable ranges for passing the proficency.  Is there
another calculation that I can do to identify the outliers? I would
like the make the ranges a bit more narrow but still keep it
statistically relavent.

I have a graph I use and you would be welcome to a copy... I only have it in
paper form but would be happy to fax it to you.
