any places like this, say, perhaps, in the more progressive cities like
NYC, etc.?

I don't know about bars, but there are plenty of clubs and social
groups for people with herp. There's even one in New York. In fact,
more than one. Go to:
www.yoshi2me.com
and click on the SSNA button (column, left side) and you'll find a
list of clubs/groups listed by state.
