There are a few things that seem unusual with your blisters, but
none of them are enough, together or separately, to rule out herpes,
though, frankly, you've got so many borderline things going on, I'm
not sure what you've got.
Herpes blisters usually appear in small clusters. Each individual
blister is usually very small, like the head of a small pin. The
blisters are usually somewhat fragile, meaning they are easily
broken open, whereupon they release a clear liquid (reputedly
teeming with new viruses). Once broken, the healing process more or
less begins, which may include light scabbing.
It could very well be that what you have going on is indeed herpes,
but almost everything you've described about it the border of the
range of what most people experience. The things that seem to point
to HSV are the recurring nature, the neuralgia, the premonitory
itching (prodrome), the general location, and the general
description.. While confessing that I don't recall all your
particulars, it would seem that you and your doc need to mesh all
that with your borderline test results, your sexual history, and the
results of any other tests and cultures, and the host of other
possibilities (whatever they may be) in arriving at a conclusion
that you can feel comfortable is correct.

Tom!!
Everyone's herpes is different. Forget about 3/4 of everything you read about
herpes - it's incorrect.
Some people have clusters of blisters. Some people have only one. Some people
have a rash. Some people never have an outbreak.

Hello ar and MLS,
Thanks for your input. Well I sometimes get one blister on top of reddish
swollen circles of skin in the genital area and sometimes I get 1-3 red
pimple like things without blisters in the general close proximity. Yes I
was just reading that some people have different types like you were saying.
Getting back to MLS about the blisters, yes they are very small blisters
like the head of a pin and whitish clear looking, and they do break easy I
found out. The blister/sores seem to completely heal from start to finish in
3-4 days I think. I sure am having outbreaks, but why so many recently I am
not sure other than the fact that I have been under extreme stress at home
and at work and previously was drinking alot of coffee, not getting enough
sleep and eating bad, plus the holidays just had ended and we had a terrible
winter here in RI.
What I am not so happy about is the fact that I used to get 4-5 smallish
outbreaks per year that lasted 7-10 days, turned into this monster one that
lasted 5 weeks! The funny thing is the sores I used to get previously used
to hurt like hell and turn into open wet sores, but now these ones aren't
hurting as much, but I am having more neuralgia and flu symptoms etc. I am
nervous that this will happen again and I really hope not. Most of the
aching is gone, as well as the flu like symptoms and burning. Right now I
have minor aching in the thighs only, some itching and continual
blister/pimple like things that are forming on the inner thighs.
When I see my doctor in a couple of weeks I plan on telling him all the
details and see if he thinks I need some medicine. I rather not personally,
but I'll let him make the determination.
Thanks,
Tom
