If your girlfriend has genital herpes and no oral herpes, then just
kissing her or getting oral sex from her will not give you herpes.
However, many, many people have oral herpes and don't know it. If
your girlfriend has oral herpes, even if she's never had an
outbreak, she could pass it to you via kissing. If she has oral
herpes, even if she's never had an outbreak, she could pass it to
your genital region by giving you oral sex.
If she has genital herpes, verified via a culture or blood test, it
might be very difficult to determine if she also has oral herpes,
especially if she never manifests any symptoms in the oral region,
the reason being that the only way to diagnose a subclinical
infection is via a blood test, and the blood tests can't tell
*where* an infection is located.
