I was diagnosed with genital herpes about 25 years ago. At first I had
outbreaks almost every month. For the last 13 years, I have had not
outbreaks. Now for the last year, I have been having what appears to be
outbreaks on my buttocks instead of the penis. Is it common or usual for
the site of outbreak to change? My doctor is doing a culture test to make
sure it is Herpes and not Shingles. It appears on both buttocks and not on
one side only so my guess it is Herpes.

Well..... it's certainly not unheard of. It's hard to say what would
cause, after all this time, an outbreak at all, much less in a
different location.
One theory is that your immune system may have received a whack for
one reason or another. Maybe an injury, surgery, different diet, or
just changes due to aging... whatever. And the virus will take the
path of least resistance to the surface which, from the Sacral
Ganglia, could end up surfacing anywhere in the boxer shorts area.
Sorry I don't have a pat answer to your question.... sometimes herp is
pretty mysterious.
Let us know what your doc says.

Yup, it's not uncommon for herpes outbreaks to appear anywhere in the boxer
shorts region. That means the butt too.
